In Thursday afternoon's vote, 107 House Republicans voted to keep federal agencies funded and 106 voted against the measure.

Johnson’s spending plan would fund government agencies through spending bills for the military, Veterans Affairs, transportation, housing and urban development and energy and water through mid-January. One of the first major tests for Johnson will be whether he can even pass a procedural vote for the spending bill known as the rule. McCarthy passed the last short-term spending bill under a suspension of the rules, a decision that ultimately cost him his job. Over the course of the last week, House Republicans have struggled just like they did under McCarthy to unify on spending. Notably, the bill does not include aid for Ukraine, which Democrats, the White House, and some Republicans had advocated strongly for. After a meeting with his conference, House Speaker Kevin McCarthy announced that the House would put the stopgap bill on the floor. But McCarthy positioned the move as one that would enable House Republicans to continue their work on border security going forward, while keeping the government open. Some Democrats delivered strong rebukes of the bill for lacking aid to Ukraine ahead of the vote Saturday. Rep. Rosa DeLauro of Connecticut, the lead appropriator for House Democrats, suggested the move was a “shameful” defiance of the American value of freedom.

The White House argues that lack of access to affordable childcare is a key factor depressing women's participation in the workforce. One recent poll showed that 55% of households experience difficulty finding childcare, with 21% citing challenges related specifically to cost, the White House said. It drops Biden's previous request to fund universal preschool for 3-year-olds, choosing a more targeted approach this year, a White House official said. The White House is betting that childcare programs, which are very popular with the public, could help boost Biden's approval ratings.
